This is a comprehensive guide to web page design; great for beginners with a bent for research, but with plenty of depth for seasoned designers as well. (Requires JavaScript)

ZSPC Super Color Chart

This site provides an interactive color picker with RGB to HEX conversion. It allows you to test various combinations of text and background colors and to generate HEX codes for particular colors.

BrowserCaps
